Hank Johnson, the two-time Democratic congressman from Georgia, was discussing troop increases on the Pacific island of Guam.
"My fear is that the whole island will become so overpopulated that it will tip over and capsize!" he told Admiral Willard head of the US Pacific fleet.
After a pause, Admiral Willard replied officials did not expect such a problem.
The congressman, also chairman of the Judiciary Sub-Commitee on Courts and Competition Policy said, in order to "clarify" his remarks:
"The subtle humour of this obvious metaphorical reference to a ship capsizing illustrated my concern about the impact of the planned military build-up on this small tropical island." (...?)

It is clear that affirmative action does nobody any favours, least of all American citizens.
(The UK is also infected with it)
